Immediately, Tamamizu Shinchi, an entertainment district, was established on the riverside of the Kagami River, which flows through the center of Kochi City.
The geisha house and playhouses were crowded every night with the sounds of shamisen and tsuzumi drums which are Japanese traditional instruments.
In the midst of many stores, YOUKIROU, the predecessor of Tokugetsurou, was established in 1870.

He made many groundbreaking attempts at the time, such as holding the first large ink painting meeting in Kochi that gathered writers and artists and exhibiting paintings and books by famous people in the vast room.
Because of these attempts of Torahachi, YOUKIROU achieved popularity and grew to become the best restaurant in the Kochi prefecture. It is said that YOUKIROU welcomed more than 1,000 guests every night.
In 1878, on the day of the harvest moon in mid-autumn, a moon-watching party was held to celebrate the return of General Tani Tateki, who had returned from Kumamoto Castle. At the party, the General Tani named YOUKIROU as "Tokugetsurou" taken words from the Chinese poem.
